This message was written to a member of the Forest Estates community by Nat Bottigheimer, the Director of Planning and Project Development at WMATA.

"There may have been a misunderstanding or miscommunication on the parking issue. It seems that some members of the audience may have inferred that the parking that would be replaced would be for existing commuters and new residents to share. I certainly regret that we did not communicate clearly enough on this point and that anyone should have left with this impression.

In fact, this misapprehension would almost certainly NOT be the case, since any lender financing such development would insist -- as would the community -- that residential tenants have a certain supply of parking not subject to sharing with commuters. For this reason, any parking for any private development would almost certainly be entirely separate from the replaced parking.

In other words -- and to summarize -- a successful developer would almost certainly provide parking for the residential development's own tenants that would be dedicated to tenants, and the current supply of commuter parking would be entirely replaced, most likely in a structure.

If anyone has any heartburn about the words "almost certainly," they should feel free to contact me directly. Alternatively, I would point out that the "almost certain" situation is the one that reigns at just about every Metro joint development project that has been put together. It is the "model," as it were. The "almost certainly" part comes from a unique project where a shared parking arrangement is being negotiated, but has not yet been finalized. That one is the exception to the rule.

If you could communicate this clarification to the group, that would be a great help.

Thanks very much.
